SAP BP: Unable to activate IBAN only functionality

Symptom
In the customizing transaction SPRO, when you try to activate IBAN-only functionality through the path Cross-Applications Components -> SAP Business Partner -> Activation Switch for Functions, error R111011 ‘You cannot activate the “IBAN Without Account Number” function’ is thrown.

Symptom
You use the phonetic search (BDT search help). However, you notice that the search help does not work correctly. After you enter the search values, the system generates the message ‘Enter Search Criteria’.
