BS BOPF: “Changes could not be executed” after data update

Symptom
Changing data via Local Consumer Proxy or from User Interface the Business Object Processing Framework (BOPF) responds with message “Changes could not be executed”.
In addition a sync notification is reported back, what is wrong.
